Ambassador Štiglic addresses the UN Security Council on Post-conflict peacebuilding – institution building

 

New York, 21 January 2011 – Ambassador Sanja Štiglic, Permanent Representative of Slovenia to the United Nations spoke at the UN Security Council open debate on Post-conflict peacebuilding under the Bosnia and Herzegovina’s first ever Security Council Presidency with special focus on institution building, a prevalent challenge in a number of societies which have just emerge from conflict.

Ambassador Å tiglic stressed that national and international efforts in the early post-conflict period should primarily focus on meeting the most urgent and important peacebuilding objectives, such as establishing security, building confidence and trust in a political process, delivering initial peace dividends, and expanding core national capacity.

Peacebuilding requires coherent, comprehensive and consistent efforts by many different actors working together. Ambassador Å tiglic pointed out that in this process, dependence on international assistance has to be gradually but steadfastly reduced and self-reliance promoted. She also emphasized the need to promote and recognize the role of women, who must be empowered to contribute to the decision-making and implementation of institution building.
