Permanent Representative of Slovenia to the UN Sanja ┼átiglic addresses Security Council's Open Debate on working methods
New York, 30 November 2011 - Ambassador ┼átiglic addressed the Security Council's Open Debate on its working methods and stressed that strengthening the CouncilÔÇÖs interaction with the wider UN membership was a critical element in the recent reform process, with open briefings and debates taking on particular importance. The wider membership should have an opportunity to share its views, which should, when possible, be reflected in the debatesÔÇÖ outcomes.
She welcomed monthly ÔÇśhorizon scanningÔÇÖ briefings as another important contribution to conflict prevention and early warning as well as available technologies allowing for more filed briefings and real-time reaction to the situation on the ground. The Council should emphasize the importance of the rule of law in dealing with the agenda items, and special attention should be paid to the protection of civilians. Ambassador ┼átiglic urged permanent members of the Council to refrain from using the veto in event of genocide, crimes against humanity and serious violations of international humanitarian law.
